Apparently, I don't think there is or have encountered  forum rule that places a taboo on duplicate or same topic titles on a board of the forum. Though, it would be wise for the forum not to allow such by default to eradicate some complications that might arose as to such.

Still stayed on that course, I think what is of the most importance is about the thread content and not the title. There is a possibility of a topic thread being same but the content in its entire being different.  It's theme, articulation, paraphrasing and all that it entails. When it's about that and the content is valid, it could be condoled but, when it's focused on the same exact theme or similar content as the one before, it becomes some meaningless spam of the board.

Don't do it, @decodx, already explained to you, if you do you are breaking rule (12).

12. No duplicate posting in multiple boards (except for re-posting topics in the local language boards if they're translated and re-posting marketplace topics in the altcoin boards if altcoins are accepted).

Exception: if you want to do it, same topic, title, topic content, you have to do it on your local board, or other local boards provided it is translated by the community there, provided the post is of high value and quality and in your local language or another language.

If the subject is same then you are adding zero value to your post so it will be moved to trashcan by mods. You are not even allowed to create the same topic on different boards even the two threads are created by same person, if its from different person the second one will be banned for plagiarism. Don't be stupid, gathering knowledge that is what the forum is made for not to troll the members.

The forum is against copy and paste but why would you decide to make a thread on a topic that has already been made, there's every tendency that your post might be deleted from the forum by the moderators so instead of reopening an already existing topic with same content, if you have a point to counter why not post not reply to OP's comment, or better still create a topic carrying your doubt not same topic.

It really makes very little sense to do that. Why would you want a discussion to be scattered around in multiple threads?
The question is, if you create two threads with the same titles, will the OPs also be identical? If the OPs are different, why the same subject in the first place?

It would help if you told us what it is that you want to achieve so that people can suggest the best ways to do it.
If, on the other hand, you have found such examples and you are considering reporting them, the admins will go ahead and delete one of the threads if it's indeed a duplicate.

I think when the two posts have different content and there is no plagiarism then there shouldn't be a problem but there is a chance your post might be deleted, so to avoid risking your post being deleted i advice you make changes to the title of your topic.

Generally it will be reported and it is up to the mods or staff how to process the reports. I recently reported 1 thread of different title and content than before but having the same point/purpose, and it was removed.
There are a number of the same threads that won't be deleted other than the ones some members mentioned above, such as service threads where someone accepts bitcoins and altcoins. So he published 2 threads on different boards accordingly. Or threads that have expiration dates, such as regular raffle threads. It does not matter.

and maybe that's the answer for you if you plan to write on the same 2 topics but with different sections and also different languages [local section and global section] even though the subject is the same.

If both threads are written by you, and both the title and content are verbatim or quasi-verbatim, then they are likely going to be reported as duplicates. You could do that if they are in different languages (each within its language section), provided that they are both understandable and not simply automated translations.

The other option to interpret your question, is that you want to create a topic with the same title, and same topic as that written by someone else, but different written content. If you know that beforehand, it would be best to first ponder whether simply adding a post to the existing thread should suffice (it will depend on content, the time since the last post on thread, and so forth). If you are absolutely resolute on creating the thread, then probably making your title somewhat different would be a better idea. Nevertheless, similar topic threads in a short timespan are irritating to see (i.e. easy to see on Bitcoin Discussion), and subsequent threads may be reported for being repeated (which is a kind of spin-off from low value content I figure).

Note: I wasn’t sure if you could actually create a second thread on a given board with the exact same name as a prior thread. I did the test, and apparently, you can.

If the contents are different, then why the same topic title? Make everything different and not the same at all. Also know that this forum is against plagiarism, it can result permanent ban.

Edit: It also has to be different, be it same or different section.

In my opinion, I do not believe there is a rule that specifically forbids this, however, it is easily possible that your topics will violate one or more of the following rules:

1. No zero or low value, pointless or uninteresting posts or threads.

I think rule number 12 applies to single boards as well.

I have something to add in this one. Posting the same title could be an exemption to rule number 12 if it is a translation of the same thread. Well, we can only suggest to op to make it in one thread if op intends to post same title in same board or section rather than posting two threads with the same title. My guess is that one of it will be deleted.

I think what the forum is against is plagiarism which is copy and paste,  you can talk or express anything you feel like but it should be your own write up created by you.
