Having 700 ping will mean that you will start mining just under 700 ms after everyone else. This means that everyone will have a small head start in front of you, which could impact you. What i'd be more concerned about is your bandwidth, since you will need to download a megabyte or two every ten minutes or so.

Some effect yes.
But not that will out weigh the free power.

If it's a lot of miners you can get an issue, I'd run ckpool on a local pc and pool that out to a main pool. this keeps your up/down to only one signal instead of 40 miners fighting for bandwidth.

My farm ran on an Excede Sat connection for a couple of years.

 I saw a bit higher reject ratio (close to or a hair over 1% usually) but it wasn't a big enough difference to matter significantly vs what I see on many of the same rigs now with literal Ethernet-to-the-home with a fiber backbone (usually under 50ms ping to most places).

Latency has an effect, but it's not that significant even with a very high ping like yours.
I'd be more concerned about packet loss.

If I were you I'd run a test on a small number of miners before going full scale.
