it means that registers from your country are most probably not accepted, though you can try registering via tor or other proxy and then play normally, keep me updated on whether it will work or not

first, maybe you are using banned proxy. or the website does'nt allow players from USA/some countries/ maybe using tor.
if you are in these criteria, and maybe yes you can't register there.
try to use another proxy service.
