The point of the block is plausible denial of crimes if a US citizen uses the site's services. The block is not meant to actually keep US citizens from playing, it is to keep SatoshiDICE from taking any blame if said US citizen is caught illegally gambling.

As the U.S. are by restrictions, may discourage the use of bitcoin.

I'm developing a project, thinking accepts BitCoins. With these new restrictions, is it worth continuing the project?

Why would SD blocking US visitors from their website affect your project?

It can't.

In theory, this won't stop USA players from betting on it if they already know about it.

It will however severely affect SD in terms of marketing. They can't simply get new US players by having a link to their website on Bitcointalk or through google etc. Mainly USA people who knew about SD prior will end up betting from now on I assume. Obviously, SD could have a trick up their sleeve to get around this though. We'll see.

I saw that satoshi dice is banning US IP addresses.

now I've never used satoshi dice, but wait a second here.  I thought all you did was send BTC to a BTC address and if you win, it sends BTC back to you.  How does it block based on IP???
