For some basic laws which are universally known (murder, theft, rape using physical violence /except b*shit "statutory rape"/, vandalism) it is not a problem. They are illegal no mater of jurisdiction.

For other acts, person cannot be punished before he signed a contract with the visa-issuing government that he knows and understands ALL laws the govt wants to apply to him! It must me informed consent, well explained by visa officer and the officer must ensure if the visa-asking person really understand these laws.

This is the type of thing that should happen in the US when someone commits such a heinous crime and attempts to or thinks of using their diplomatic status as a way to get out of it. It's absolutely disgusting to see an example coming from a foreign country (Saudi Arabia) and committing such an act. I respect the fact that you are seeing this as a victory over the way this would have been treated in other countries that you have stated but to me, I still see it as a slap on the wrist and you might agree that if it were to be a local that is involved I am sure the punishment would have been more punitive than this then the element of being rich is definitely playing out in this scenario. I just wondered the effect of this on the victim that 26 months and 4 strokes of cane would eradicate.

The punishment may be too lenient, as per you (I don't think so). But these sort of punishments will deter similar crimes in the future. Even if this news succeeds in preventing a single similar crime in the future, I will be happy.

Reminds me of the incident in 1995 when then teenager Michael Fay was given 4 lashes for being a punk and spray painting cars in Singapore - he was originally sentenced to 6 lashes but had it reduced to 4. This rapist pos should just be caned to death.

I don't know the facts of the case, but I thought rape was punished with death in Singapore?

I don't think that in Singapore, the caning is administered in the open. So the humiliation part is not that severe. However, in countries such as Malaysia, Indonesia and the GCC nations, it is given out in the open.

Interesting news, although a diplomat but must get appropriate punishment so that they do not repeat again. I saw the news that he was on vacation to Singapore with his family and did rape at the hotel and reportedly also commit acts of violence.
