Might be bad router.
When I only had 2 GPU miners, no problem.
Does difficulty increasing, lower the amount of bandwidth used?
I assume since only shares X in size are sent?
What would a safe value be for an S7 or S9?

I can only see your 1mps being a real issue IF

1. you have 200 miners all communicating, it could cause issues, than what your looking for is not a proxy.
2. you are using that BW to run netflix, or download etc. if something else eats up all of your BW then the miners can struggle and will show a lower hash rate on your pool.

Mining does not eat a lot of bandwidth.
A proxy would NOT reduce that bandwidth appreciably IF at all.

 *YOUR ISSUE* is the poor reliability of WiMax and the high lag compared to anything short of a Sat connection.

I'm trying to setup a local proxy, but it might be beyond my technical knowledge currently to do 100% correct.
I assume adjusting for a higher difficulty would produce less network traffic to the pool, correct?
Is there such of a thing as too high diff?
For example, they recommended 8000s for an S7, would having 1000000 be too high?
Would it help with my issue any?
I'm using terrible 1mbps if that Wimax
