I think the forum user isn't much stupid lately regarding such a raffle draw. I believe even he can't raise 1BTC successfully from on-forum & off-forum. It's just a poor scam attempt. Personally, I don't believe such a raffle if there is no trusted escrow hold the funds.

After checking his posted address I see nobody sent anything in November, but there is some earlier activity from his old website coronaticker (now dead)
