They are, since a few days ago. Only the admin can issue scammer tags here (otherwise I would've gave him one instead of banning), and he's currently MIA. 

Related question:  Are scammer tags still being used?  When was the last one issued?

He can log in, but cannot post/PM or anything. The scammer's probably checking to see if that account is active or not, and moving to his next account again.
