I dont believe you cause i report the scammer in the sense that his thread will be remove to prevent others newbies falling for his tricks.
I have done it before mate. They only usually remove scam threads that contain malware links at most or nuke brand-new profile whose intent is just first class link spam. Let's wait and see if they will delete the said ANN.

Here is what the rules say about reporting scammers to mods
19. Possible (or real) scams and Trust ratings are not moderated (to prevent moderation abuse).

------

Frequently asked questions (FAQ)

Q: Why haven't you banned who is an obvious scammer?
A: Possible (or real, not for me to decide) scams are not moderated to prevent moderator abuse. If we start picking out which ones we call "scammers" and ban, we would make a lot of decisions based on biased opinions.

In addition to, I wonder why the user (OP) whose account was registered some years ago will still take negative feedback for granted. I have report the scammer account to the moderators but that doesnt mean his account willl be ban.
Be careful next time.
Scam is not moderated here so Even if you report the account to mods, nothing will be done to it, except that you can also make a change by leaving some negative feedback on the profile and supporting the newbie flag i raised sometime back

OP any business you carry out online, you first need to do some research about your business partner including ratings and feedback from previous customers or other members. This could have saved you from losing your money.

Always use escrow services too

I understand that he have a negative score but unfortunately since I'm not so familiar with the board i misunderstood the feedback score.
Bitcointalk trust system is made for this purpose and by visiting anyone's trust page community users can easily get neceserry information about an specific user. Negative trusts with proper reference help community users to keep them far from getting scammed and positive trusts will let you know about trusted service.

Unfortunately you made the mistake and haven’t checked his trust page where already multiple negative trusts were given. Even there is a active flag on his profile which have mutiple DT support. Before taking any service from a newbie its always safer to use trusted escrow service. Anyway, i hope you will recover your losses soon.

Why are such scammers not getting banned, despite multiple scam reports and proofs?
I'm sorry to blow your bubble cause the forum policy is not to moderate scammer but doesnr mean it support it which the reason why people especially the DT tagged every users found in the act. However, you said you understand he had negative feedback which mean the problem is from you ending by not doing proper research about the strange youre dealing with.

I mean the user has a Type1 Flag on his face and some negative feedback. Do you not even check anything before you trust someone with your money or do you think the trust system here is so broken that dirtbag scammers are going to go scot free after being know to be scamming?

If you are so careless about trades in this forum then nobody can help you.

BTW telegram messages are not considered as proper proof but only circumstantial or even less.

To other members, should there not be a limitation on the purchase of pre registered e-commerce profiles? The legitimate ones could be a phishing service where hacked/stolen accounts are sold as there is no way to verify the identity of the seller.

To the OP, you do not simply enter into trades with members on a forum, especially one that has built no reputation, had numerous negative feedbacks and an active flag, you would definitely get scammed. When dealing with anyone, it is advisable to use an escrow.
You can leave a negative rating and support the flag on the profile. Check out this thread - https://bitcointalksearch.org/topic/scammer-website-bitcointalk-shopsu-old-name-account-storeonline-5243792
