@playtipus111 has not bothered to rever here.
I've tagged him/her [might help in getting his/her attention but don't get your hopes up].

I really want him to learn the lesson.
Since @playtipus111 hasn't been active since Sep 17 [archived], then I would suggest to wait until he/she logs in and see if @playtipus111 would respond. If he/she doesn't, then that's when you should "create a type 2/3 flag" and with enough support, it'll become active:

Request you to please take action.

Regards,
No one can take any action other than tagging only which I did already. However, I will PM few DT member about this, if it can help you exposing the scammer. That's what I can only do.
Problem is scam isn’t moderated, everyone should be cautious while dealing. The feedback system is the only way to prevent possible scam.

Would it not be sensible to not allow sellers share external ID's publicly if external communications is not allowed.
It's allowed man. But if you used bitcointalk for communication, you could take every proof you need. That's what I was saying. Nothing is forbidden here, nor the scam is moderated.

Why would he change his Telegram ID if he wasn't really a SCAMMER and I was to fake for $30
I believe that you are telling the truth as most of your statements directing one thing, a case of scam. I'm tagging him for now. If he can show me that he isn't guilty, I'll remove that.
Would be better for you if any DT member tag him.

Thank you! I appreciate your help!

You had deal with him before this time? Screenshot had some conversation before. However, telegram chat can't be a proof as it can be faked too. Can you provide proof that receiving address of the transaction is owned by the seller? Where did he give you the address? Telegram or on forum or posted anywhere else?

A little advise, never have a conversation outside the forum when you are having a trade here. Forum chat can't be deleted for both side by one.

I have not dealt with him before except some pre-sales questions about what he is selling. He gave his address on Telegram and little was I aware about the fact that outside forum deal is not considered.

Would it not be sensible to not allow sellers share external ID's publicly if external communications is not allowed. Also, why would I fake and take the pain of faking for $30 ?? Faking and editing such things would cost me more than $30... You know what I am trying to say....

It would be great if he could be called out for an explanation here as he has blocked me and also on the verge of changing is ID's accross! Isn't it evident who is SCAMMING?

Why would he change his Telegram ID if he wasn't really a SCAMMER and I was to fake for $30

What happened:: Referring the link of the seller https://bitcointalksearch.org/topic/wts-adobe-cc-redemption-keys-14-5350019. I reached out to him on Telegram asking for Adobe Acrobat Perpetual license. He offered me to deliver the product for $30. I felt something fishy and so I asked for him to go first but he denied and with some gut I made the payment. He deleted all the chat history on Telegram and blocked me after the payment was delivered. Fortunately I managed to take screenshot of the Telegram conversation.
