No one scammed you, For some technical reasons your payment was failed but order marked as completed by mistake. Your money was already refunded back.
Yes i can confirm that i have get my money back from you, but i think everybody can understand that in the situation in which i was you would think that you have been scammed, because if a money exchanger company tell me the payment to paypal have been done and i dont see it in my paypal account that somethink was send to me, then what else will you think and there was also nobody anymore in the online support to tell me the problems. if your support team would have tell me that the exchange is not done and i must wait some more then it would have been usefull.
you are very right, most of the time the client needs the money very urgently and the service provider makes these mistakes and delays and leaves the customers in a very desperate and very complicated situation.
