Well, I don't think "too busy recently" is a good reason for this situation. But we should give me a chance if he pay your 15$.

Did this guy risk his Hero Account for $6 ? If you're not having enough cash you can take loan on your hero account bud.I don't mind paying your debt if I can keep your account as collateral and you can pay me back anytime you have cash.Just seems difficult to digest Hero Member having Neg for $6.
Well I advise that even escrows must use their unique phone number or id to get a transaction successful . I was recently scammed 8.5 USD from a trusted green guy 'avax' . Later on another guy with another id on bitcointalk claimed 'hacked' account and I was screwed up .

Because I thought he disappeared and didn't use my article. But I went on his website and saw the he recently posted the article

Have you tried contacting him directly before opening a scam accusation ? After the article was published ? I suggest you do that,wait for his reply and if he denies to pay you,you can proceed with the accusation.

Maybe he hasn't seen the messages yet ? Did you check his last time online from the time you have sent him Pm's?If you beleive he has read your Pm's ,ask him to reply to this thread.Also you forgot to add the Amount Scammed in the OP.Do that. What happened:: I offered my service for writing articles for people's blogs and websites. Lihuajkl hit me up and I wrote about 4 articles for him and all went well he paid me for all of them. Later he requested I write an article about purse.io which I did. Once I was done I sent it to him and he stopped responding which was weird. I kept on messaging him and he was telling me his excuses and that he would pay me later. I was not worried because he still did not post the article. It is now 3 months later and I noticed that he posted the Article on March 5, 2016, without paying me a DIME!
