Well have you tried opening up a case? I think you can still do it even if it was sent as friends payment. Was the money sent from your paypal or debit/credit card? If the latter contact your bank to try do a chargeback.

If you used your credit card, you can always contact the issuer or CC company itself. Filing a police report will strongly support your claim.

Someone told me to send as family and friends on paypal and then never delivered the goods.  What should I do?  Is there a way to recoup my losses and dispute this payment sent as family/friends?

No, I do not think you can recoup your payment if you ve used family/friends option. ALWAYS use escrow.
