First of all, You didn't submit any kind of proof here. Also, You have mentioned a nationality name. I don't think it's fair to blame a nationality. I would like to request you to edit the title of your thread. It doesn't make any sense.

Right now you're just spamming this section because you are not providing us with anything like the name of the miner, name of the company or individual, and screenshots of conversations or email communication, posting like this will not give us anything you have to provide us something that will prove your allegation, it's unfair for the people of Bulgaria if you cannot prove your allegation.

The people of Bulgaria have nothing to do with this.
Scammers can be found anywhere around the world.The nationality of the scammer doesn't matter.
I serial scammer would never reveal his real name and his actual location.This scammer is either an amateur scammer or maybe he's using a different name.
OP,perhaps you could just find a way to contact the Bulgarian police.I'm sure that they could track and find this Plamen Nenov from Burgas(if those are his real name and location).
Posting a scam accusation in this forum most likely won't solve your problem.

You if informed us nothing except you have been scammed and the scammer is from Bulgaria. It will be helpful for the community if you share details. Eg: how you got the scammer, how you contacted with the scammer, how you sent the payment, the website or the advertisement link of the scammer etc.

no offense, but you'll have to give more information than that. like, what website you encounter the scammer, your transaction ID to prove that you actually bought something and got scammed, screenshots of your conversation, etc... I am not saying that you are lying but it would be better to have those things rather than this extremely vague post of yours.
