As stated on the forum rules, scam is not moderated. Red trust will give people enough awareness that he's scamming or at least has intention to do so, the thread doesn't have to be removed.
It might not be the best decision for everyone but as long as you're careful on your own you should be able to avoid scams.

If anyone doesn't see the profile and subscribe blindly then who can prevent them.We can't really do more than this, we can't ban youtube channels, just people need to remove the sub after the scam or don't be scammed on 1st place.

Well low rank like newbies could easily promote scam activities because they do not worry with their account if it will be tag with red trust because it is easier to create another newbie account to start promoting scam activity again. Besides, we are all anonymous so this will give the scammers the courage and do the scam activity. Sad but true that these scammers nowadays were working hard to to scam other users.
That is why we have to start any task before thinking either that can be real or fake. For the mentioned project/giveaway it is easy to guess that the giveaway can be a scam. If you think 10000 times then if 9999 times you think scam only 1 time it may be thought as legit. In this case, there is no reason to work on this giveaway. Low ranked account posted a fake service of subscribers for money but didn't end up paying anyone. According to the Op he has sent the payment to everyone buy looks like no one has received any payment.

Note: right now the scammer has only 125 subscribers and soon it will decrease more. This guy has been marked by me (Though I know it doesnt have much effect), and you can also do that if I were you. This kind of guys aren't needed here in the forum, they will just spread another fake services that may deceive users to join them.
As he have said on that thread you may cancel the subscription and give him negative trust if the said service is just a fake. So, just be considerate and follow his instructions. And by any means I will also report his thread together his account to the DTs.
