He meant restrictions in @Timelord2067 topic and not Reputation board itself, as I pointed him to share his findings there. This is what its stated there No "Newbie" or, "Junior Member" can post an investigation in this thread. They can however post a link (once) to a thread in the reputation section where their investigations can be investigated and analised.

Also the report to moderator button should also be available to everyone, you just have no access to your report history until you make 300 good reports.

Transactions between addresses is not proof enough of alt accounts, there are a lot of reasons why forum members would transact, which might not be publicly available.
