IMO it's very likely that there's a overriding power dynamic, not related to sexuality, that causes some men to have sexual relations with young boys. We see this with prison inmates and with other people in positions of power and responsibility, such as catholic priests and schoolteachers.
Also it's in these types of ultra-conservative institutions that we tend to see paedophilia, not in the gay community.
On topic, I don't really see the problem of contraception in young girls, as long as the method is approved and tested for them. After all, the average age for girls to start puberty is 11, and some will undoubtedly experiment with boys. I think it's a good idea that the parents aren't notified, because that would put many girls off having the procedure, and could result in many unwanted pregnancies.
However it does seem that simpler non-invasive contraception, like condoms, would be a more sensible option. Maybe people feel safer with a method that doesn't involve trying to squeeze a tight plastic bag over your penis during the throes of passion?
