Would things change if sellers posted notices that they accept PayPal, BUT any payments via PalPal will result in a 21 day delay in shipping?

Ya, eBay would boot them for getting a low seller score by its customers (long delay to receive after making payment).

You know I think a lot of people would wear this change if it mean that no claims for reversal would be allowed after 21 days.

ya man its total crap.. I sold an item on the bay and got hit with that email the day it sold and didnt get my funds for a week after it was confirmed delivered.  good luck trying to get someone from paypal to release your funds their email system is all automated and their phone customer service is all in abu dhabi so you cant understand anything.  just bend over and hope they use lube.
Although I have gotten this too and am not sticking up for or supporting PayPal in any way, I must say that the phone reps' language skills have been the least of my worries. I guess the over $5k in transactions each year adding me into the "PayPal Advantage" category is what gets me better service.

If you are an Advantage user (I.E. over $5k per year), the trick is to call the debit card hotline and then start discussing other issues you have. The debit card specialists are a different breed of folks that are quite separate from the rest of the pack, and they can take care of almost any issue over and above debit card related problems.

You were probably trying to be considerate by posting this in the Off-topic category.  But this is not just On-topic, this exemplifies the very reason Bitcoin must succeed.

This is just like Ubuntu's Bug #1:

Ubuntu Bug: Microsoft has a majority market share
 - https://bugs.launchpad.net/ubuntu/+bug/1

Though Ubuntu never made much headway against fixing that bug, they did declare success after determining that the Mobile O/S essentially made Ubuntu Bug #1 a "Won't Fix" / "No longer a problem":

So, Bitcoin's "Bug #1" would be:
  "PayPal is still relevant"

An email I've received few days ago from Paypal. I have an active account for about 8 years and perfect track record, mainly used for buying stuff off ebay, only recently sold few inexpensive things and had zero problems with buyers. Here it goes:

Dear Blind,

We're writing to let you know about a change to your PayPal account.

Starting 26/05/2012, money from payments you receive will be placed in a pending balance for up to 21days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.

Even though you can't access the money right away, please send orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.

The money may be available sooner if:
We can confirm that the item was delivered and 3 days elapse. This gives the buyer enough time to review the order and file a dispute if necessary.
Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.

Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.

Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

Questions? Let us know
We understand you’d like to have immediate access to the money you receive and we’re here to answer your questions about this change to your account.

For more information and tips on what you can do to avoid having your future payments held, please see our Frequently Asked Questions. To speak to a Customer Service representative, log in to your PayPal account and click “Contact Us” at the bottom of any page.

Thanks,
PayPal
