what about renting (cloud mining). are they scams?

They're not scams, but why would they rent it to you? Because it costs more than what you can mine,  think about it, otherwise they wouldn't rent it out.
true.  but what if you want a lot of hashing power for short period, and dont want to have to make the initial purchase?

what is the best bang for your buck?  i'm thinking about building a modest Scrypt mining rig. newbie.

Wait for antminer to come out with scrypt ASIC, they are the best for ROI currently..

They would have to design their own chips that can be manufactured cheaply so that they can sell it to you cheaper. Being Bitmain doesn't mean you will ROI quickly.

Whatever you do, don't pre-order from Fibonacci, it's looking like the biggest scam on scrypt ASICs.  So far they have taken $, won't publish even a timeline.

Gridseed and Zeus are both shipping, but it's first gen ASICs.

Investing in pre-orders is always risky when many Scrypt miners are in hand of sellers.
