I had one old android phone and I had some time for testing and finding what wallet is still supporting old Android version 4.0.
I could install Mycelium but it would not load or work for me, so only options I had left are this:

- Green wallet Blockstream (support for Bitcoin, not supporting beh32 bc1 address format, last version 3.4.4)
- Bither wallet (support for Bitcoin, not supporting beh32 bc1 address format, last version 1.9.8 )
- Bipie wallet (support for Bitcoin and altcoins, supporting beh32 bc1 address format, last version 5.0.007)

However I would not keep much Bitcoins on this wallets but only use it as pocket money, and you first better test if everything is working ok in your case.

Minimum for most wallet is android 6, you could flash a custom rom at least minimum to that. Anyway, I think it would be better to just ditch old phone, or just give it your cousin to play subway surfer Tongue

Echoing what everyone else said about security. Don't do it just because old devices are....old.
Battery stops taking a charge, backlight on screen dies, some component just dies because phones are really not made to last anymore and poof.
I did something like this for a while, and actually had an old tablet that had Wi-Fi disabled and one day it just stopped turning on.
Now I had the seed for backup so no big deal. But now, how do you wipe a device that does not turn on?
Yeah, odds are just about 0 that someone is going to find it and fix it but you never know.
Yes, you can physically destroy it but then you have some broken glass, and broken circuit boards and other e-waste shards sitting around.

Well, it doesn't sound like a good idea. I doubt that you can find many legit wallets on Play Store for your phone.
Offcourse, you can download .apk files of old versions of some wallets, something like @hugeblack posted above. But I wouldn't risk to use outdated version of wallet.
IIRC, schildbach wallet was the first android wallet available... I have no idear what the minimum android version for the current release is tough... No harm in trying it out (i guess). AFAIK, it doesn't have any vulnerability's (but, truth be told, i haven't used this wallet in ages, so you should DYOR before testing)/
Oldest Android version supported by this wallet is 6.0

Rather than looking for wallet which can support old version of android, you should look for custom ROM (which contain newer version on Android) for your smartphone.
Android 4.3 is very old version and probably best what he can do - update it to 5.0, not more. But it wouldn't help him, because 5.0 isn't supported by most wallets too.
He can use this phone as airgapped device, but personally I wouldn't trust such old phone for it.

In that case, depending on the use-case, you could potentially use the device without networking (ie. no wifi, no sim) as a sort of airgapped device. It would be able to scan QR codes etc. However, I'm not sure if there are any mobile wallets that are configured for "offline" use like that tho... and possibly none that will work on "Jellybean"... Undecided

Depending on the device, you might be able to find a version of LineageOS (or some other custom ROM) that would at least get you onto a slightly newer version of Android which might mean you can run one of the newer wallets... obviously, there are risks associated with custom ROMs etc, but probably less risky than attempting to use Android 4.3 Tongue

Might be a fun "project", just to see if you can get it to work... but not sure I'd use it for much more than "spare change".

You can also create paper wallets using https://www.bitaddress.org/ without the need to connect to the Internet.

Or, he could actually create a paper wallet the secure way by not using any website.

Simply using an bootable USB with a linux distro together with a reputable wallet (e.g. electrum) with the signature verified is enough and quite easy to use.
This way you'll skip all the possible vulnerabilities when using websites which includes any form of DNS- or BGP hijacking.

Why not use web wallets? I think these devices support browsers and their updates, so it's easy for you to use the web wallet.

As for security, I do not think that using a wallet in an old Android version would be safe for that and although web wallets are not safe, they are the best option.

I had to search a little bit but I think I found something that you will like. Doesn't mean that it still works, but it worked in the past for sure. Here is a github commit from 2016 that mentions a bug fix for Android 4.3 and older OS versions.

I have not tried it myself with older android versions, but you can check out Mycelium or Bither bitcoin wallets.
They are both open source and they have Apache License.

If that is also not supported, then you can always just use desktop wallets, or some Android emulator.

The minimum android version isn't shown on the google play store, and i don't have an android 4 device laying around, so i have no way of testing it out.

I would, however, urge you to be carefull when installing a bitcoin wallet on a device with such an old os... How long since android 4 received any security patches?
