It would make it difficult spending bitcoins at a fancy dress party...

I think your thinking along the right lines though, more verification from unregistered IP's would go along way towards securing the network.

You don't need to secure your snapshot, because the webcam plugin in the website would take it for you.

Not everytime, just everytime you request a withdrawal from a foreign IP.

Only if you're willing to pay a huge fee to pay the salary of the poor schmuck verifying all the images. Manual labour is expensive, not to mention slow.

I have a idea for websites like MtGox. and BTC-E that adds a security layer when withdrawing to prevent unauthorized withdraws of hacked accounts
It'd be identifying the user using Webcams, the user would send a picture of him to the support where they attach it to his profile, and everytime he requests a withdrawal, he's required to take a snapshot using his webcam that gets sent to  the withdrawal team would look at to confirm that it's actually the user trying to withdraw his money.
What do you guys think of this?
Would it be beneficial to account owners?
