Might be helpful to post what sort of exchange, and functionality you are looking for...
If you are trying to develop a decentralized atomic swap exchange, or one that allows margin trading, etc... then you will definitely need a developer(s).
But if all you are doing is looking to create a smart contract exchange, then you might want to look into the already existing DEXs.

Honestly, if you want to create an exchange, unless you have very very deep pockets, I'd suggest learning how to do the very basics yourself.
Otherwise, you are going to be paying, (and more importantly trusting!) someone else for the security of your platform. People you find on this forum are likely as unqualified as yourself to be building an engine that could handle millions of dollars.
And they won't care as much as you will.
