We are talking about P2P OTC, so its not a big deal if its officially forbidden to buy/sell crypto.
The same situation in Russia for example, but nobody can't stop you from making person-to-person payments via e-wallets or card2card. Just never put a comment to your payment like "for bitcoins"

I doubt anyone in India would be interested in as Govt is coming with the ban in coming time. RBI has already given the directions to bank to close all the bank account related to this activity and govt will not encourage any one to be involve anything related to it in any business or any activity etc.
