I've checked the telegram channel and there are only 2 members, to increase membership you should do a pin message so even if you are not online the pin message will tell everything all about this project, I am from Asian region but would like to know first about this project.
Or just simply finding people who would able to join that telegram group. If he do really seek out people then on his post he should atleast put some efforts on what his project or plans is all about rather than asking directly on people to join the telegram for further informations.This is only necessary if the provided informations
would spark out their interest.
You are right I don't see anything interesting in his post he should bring everything here, and if people are interested in his project, people will join right away and ask for more information in your telegram channel, so complete your information here.
