You can't really do this with current Armory. You'd have to manually manipulate the unsigned transaction or import the priv keys from one wallet to the other. I'll make a not of adding this functionality to the next version.

Doing it safely depends on how safe your device or PC is and make sure that you download Electrum directly from the original website and manually verify it. You can follow the guide from here

Thanks but due to the involved amount I will not import the private key of an active address into anything other than Armory.

-snip-
Is there a way to do it properly ?

I could export the private keys from the old wallet (which is mostly empty) but not from the new one.
Then it's good, you can import the funded address(es)' private keys to the other Armory wallet to spend its UTXOs together.
You already know how to export, yes?

I have never done it but that could be a solution, thank you.

Can I do it separately on the online node and the offline setup (import addresses only on the online side, import keys on the offline side), or do I need to start from the offline PC (import keys, export watch only wallet, reload it on the online node) ?

Now, to be able to import keys in Armory, you have to be in "Advanced" or "Expert" mode (Menu: User->Advanced/Expert, then restart to switch),
Then you can now import individual keys to a wallet by double-clicking the wallet name and select: "Import/Sweep Private Keys".
Make sure to select "Import these addresses to your wallet" and not sweep, otherwise, it will immediately create a txn that'll spend its funds and send it to that wallet.

It seems yes, you can't able to make a single transaction or merge both two wallets on armory.

However, taking out your private keys from Armory and importing them to Electrum will make it possible to merge the two wallets into a single wallet and make a transaction with your private keys.

Is it possible to create a transaction spending coins from 2 differents Armory wallets ?

The situation :
- I had coins on an old wallet that I moved to a new wallet because of the security problem a few years ago
- Some addresses have been spammed with small amounts of satoshis, barely above the dust limit
- Usually I deal with this by merging them with the coins that I have on the same address and sending them to a new address, with a 1s/vByte fee (only if the resulting UTXO is higher than the old one).
Example : 1 BTC + 536 sat - 257 sat fee => 1.00000279 BTC on a new single UTXO
- I am very careful in never mixing dust from different addresses (or chains of adresses) so as to not link the addresses together
- Today I have dust on the old wallet, which I would like to merge with the corresponding address on the new wallet

The problem is that Armory does not let me do that because I can only select coins from a single wallet (both wallets are on the same hot and cold machines)

Is there a way to do it properly ?

I could export the private keys from the old wallet (which is mostly empty) but not from the new one.
