From my perspective they are cheater. If your announcement is not match they they will delete you quote. They only focus their profit.
I dont know whether these project is scam or not but I think self moderate is needed to get rid of fud,trolls and abusive words. It will create a healthy environment for all.
I think these projects are scams. They will delete your posts if you tell the truth, they just in it for your money nothing else.
That's why the majority of scam ico is using self-moderated. But some times it's very useful to control FUDders. it can be a good thing if you are seeing it from a good angle but it can be a bad too if you are seeing some people(scammers) using it to deleted every truth comment or post.
