If you can set up a bank account in any country of the Gulf Cooperation Council, or you have a friend in those countries, you can buy Bitcoin using rain.bh
they support buy cryptocurrency with BHD, SAR, AED, KWD, OMR, and USD.
I do not know why Qatar does not exist on this list, but I think that due to the past Gulf disagreements, contact them, as the problems have been solved.
rain is trusted exchange and you can use them easily.

If you can't find it, it's inevitable to use peer-to-peer platforms like Localbitcoin, hodlhodl, bisq.network or bitcointalk Arabic local board.

If you want to get your local currency by selling Bitcoin, then you will have to use P2P exchange. And below I am giving links of two P2P exchanges. Go there, register yourself and sell your bitcoin.
Just keep in mind that you will don't release your bitcoins until you get money in your bank account.

Localbitcoin have decent volume for QAR with bank transfer and other only payment mode but the price is too low from the actual market price. I can see nearly 30% difference between buy and sell price and no other exchanges have good volume to assist your trade so you can choose to sell below the market price or continue to hold until you find someone personally to sell them.

If you want to exchange in your fiat (QAR), I recommend you use a p2p exchange such as paxful, localbitcoins or others that support your local bank.
https://bisq.network/ is a true DEX.

https://remitano.com/ (Qatar fiat is available, choose the fiat at the top right corner)

Disclaimer: I've never tried it. Generally, exchanges providing fiat withdrawals require ID/KYC (currently paxful requests KYC for transactions $ 1,500 and above). Make sure you read their ToS beforehand and I recommend starting with a small number of transactions to reduce risk.
Paxful has a list of ID Verification Will Become Mandatory for These Countries Starting November 2020 but fortunately Qatar is not in the list.

Hello there!

Have you tried to research this on Google, it seems you will find a better answer.  If you're not afraid to submit a KYC verification, it might good if you will check your crypto local exchange like LocalBitcoin or Binance, you can sell Bitcoin there without worrying about KYC if you will sell the required minimum amount which is below 2 Bitcoin per day.

Here's what I've searched.

Don't hesitate to ask if there's something that you want to know.  Good luck.
