It is very upsetting and sad to see this happening in the forum. You should have look for an escrow.

That is odd. Some signature campaign pays 0.04 per week to legendary accounts. It is against rules buy accounts?

I am not a buyer and seller of accounts but really 0.04 is very cheap for such a account. And you forgot to mention can you provide signed message or some other way to make sure the account is not hacked ?
The price for the account 0.04 is not high but the way community start reacting on the purchased account, even some of the member started giving -ve feedback to them is a bit challenging for anyone to take the risk. Although Intentions of a person can't be judged whether he wants it for good or bad. It would be risky to sell an account with that much trust he would be able to scam large amount to bitcoins.
