Don't worry about your deal because you are using PayPal just like other said.

You have 180 calendar days or 179 days remaining to dispute the deal if you didn't receive your bitcoin today or tomorrow or even one week you can dispute the deal just be careful on telling Paypal why you dispute the purchase/deal. If you tell them it's related to Bitcoin or any crypto your account will be restricted or ban.

Much better share your Bitcoin address here so that we can check if your wallet is receiving Bitcoin or not. The BTC explorer already mention above by bitmover but if you don't know how to check it you can post your address here or PM me.

Since you are dealing in localbitcoin there is no need to worry,you didn't actually send bitcoins its just reserved in the escrow.

Seller will get the coins only after you confirmed and release the bitcoin.

You didn't release the bitcoin yet right?

There could be a problem with either his, or your paypal account.

People who do a lot of paypal trades usually get their paypal account restricted after X transactions, and need to wait for the money/transaction to be checked by paypal manually.
I remember this happening to a lot of people, but it usually took days before paypal released the funds/confirmed the transaction. Perhaps it's faster now.

As long as you are the sender of the paypal funds, you shouldn't worry too much, especially if the user you're trading with has a lot of rep.
Unless you sent as F&F, in the case of him not giving your funds, you'll have a strong chargeback case.

(If i remember correctly; you can check your paypal transaction and it should show up: https://www.paypal.com/uk/smarthelp/article/why-is-my-paypal-payment-under-review-faq495)

If that's not the case, perhaps he has some other problems. (but those problems shouldn't be your problems!)

Did you provide your Public address?
You can just paste that public address in any blockexplorer such as blockchain.com and check if he sent any transaction.

He may also have used low fees and the transaction is still pending confirmation.

I have seen some sellers who place waiting times on Paypal transactions to ensure they have confirmed and prevent the buyer (you, in this case) from cancelling the transaction before they can claim it. Provided you chose a seller with lots of positive feedback, you will probably be fine. Did you send the transaction via Friends & Family?

Just wait out the two hours and reach out to the seller. If your coins still aren't released after this then you could consider a dispute, but I wouldn't jump straight to a dispute right now.

What do you mean by bitcoin via paypal?
Did you mean you sent paypal and the seller is asking you two hours time to give you the bitcoins or you have sent bitcoins and the seller is saying it will take two hours to receive paypal in your side?

In both case two hours time does not make sense. The worse will be, if you sent the bitcoins first then most likely you lost it since bitcoin can not be reversed if the seller deny to pay you back or whatever the deal was.

Trading personally or P2P sites like localbitcoin?

If you are trading personally then you may need to wait for few minutes to get confirmation of you bitcoin transaction to show up on your wallet but the transaction notification will come in few minutes after the transaction gets initiated.

Or if it is in localbitcoin means you can wait before going to dispute the trade but if the seller not responding then click dispute trade.

So today i made my first ever payment for bitcoin via paypal,i sent the money but seller said i have to wait 2 hours for payment to complete.
Im a total beginner in this so i want to know ur opinion,am i safe. Is a dispute needed? What happens when a timer runs out?
