Why so cheap? 75% is low for these cards, expecially considering you usually pay $500 fiat + an activation fee that is relatively high.
Because he probably got it from a scam victim.
Many (most) vanillas sellers do not own the cards and have no physical access, you should ask the seller to take a picture with some text on a white paper stating he is buying BTC with it.

To the scammer who posted this thread you still haven't posted those pictures. Don't forget to have your username on a piece of paper and proof that there's money on the card!!
