Because he probably got it from a scam victim.
Many (most) vanillas sellers do not own the cards and have no physical access, you should ask the seller to take a picture with some text on a white paper stating he is buying BTC with it.

To the scammer who posted this thread you still haven't posted those pictures. Don't forget to have your username on a piece of paper and proof that there's money on the card!!

Edit: could you answer my questions too? Sure does take you a long time to prove you're trustworthy. I wonder why?

Be cautious. Op was very responsive during discussion through pm. He then asked me to send him half first, then he'd deliver the card. I said no, we use escrow. He stopped replying al though he was active. I'm not saying its a scam, but its probably a scam.

The user could use the card to buy BTC on their own. 

There is no need to trade it here on this forum, except to scam.
