Cigarette prices are controlled primarily by governments, not markets. They'll seek extradition if you poke at their tax monopoly too much.
Don't forget the penalty of getting caught if you are smuggling.
You forgot the custom fee you need to pay extra by importing them into the most countries. Custom fee on cigarettes is usually very high, so the cheaper buying price is equalized.
