It's not really rushed... all elixir troops and spells are maxed for th8 but the dark troops are just level 1
Also the reason I didn't upgrade the walls is that I feel walls are over-rated... I mean, it cost 25mil to upgrade all lvl6 walls to lvl7
Anyway $30 for this account is pretty worth it... a maxed TH7 costs around $25 - $30 and a max TH8 cost around $50 - $60 and my account is basically TH7.7

I don't think a maxed town hall 8 goes for $50 - $60 because I have a maxed town hall 9 which I played for a year. And I am having a hard time to sell that account even for $50
Many users have left playing clash of clans because of the new update which decreased the loot amount of each attack and you know that. This then led to a great supply of accounts in the market than demand
Because of that coc accounts are not bought for higher price like before
