No, lets say I wanted to start selling bitcoin, I would probably want a head start so I would buy this account. It would give me much more volume, trust, and easier sales. Of course there is also scammers. But I don't think a scammer would have to scam if he could afford buying this account.

Your inferences are incorrect. Scamming is not the only reason to buy a localbitcoins account. Plenty of people purchase them in order to have a more visible LEGITIMATE listing.
