As soon as I read the title I though "oh God here it goes again" clearly a scam and very old used one it will only work on someone really stupid.

If I were you I'd go looking for a white hat hacker. He might help you retake possession of your wallet for a reasonable amount of funds

I still never heard that someone can get btc in wallet.dat.. if you have that wallet.dat if the owner change something in his wallet the orginal will be change and that old wallet.dat is useless.

i think he has no access to 30 btc inside the wallet simply he forget the lock password also it can be hacked wallet.dat

i don't think so, if he really has wallet.dat file with 30btc on it, he would just probably hire someone that can help him run password recovery software so he can recover his coins and just pay maybe 5btc to anyone that helped him in that case so i think here is its just another empty notepad file xD
