I'd say monbux but he doesn't seem to be accepting neteller as a payment method, most trusted neteller exchanger currently is https://bitcointalksearch.org/user/cryptology-322154 , his thread here: https://bitcointalksearch.org/topic/this-thread-is-closed-649248 . Sorry for the confusion, seems he does it the other wy around i.e btc- neteller.
