Its an actual Humble bundle Rule and it is in the ToS.
That's why they stopped giving out the keys. people were not respecting the ToS.
They now have a system that links accounts with the Steam API so there is no need for keys anymore.
However, they do allow you to gift them. (which is still hurtful for the devs, but profiting from it is much worse)
