I am interested to know where can anyone buy bitcoin at market rate with really well known payment processors like Skrill and Paypal. I know where to buy at almost market rate for OKpay and PerfectMoney which would be localbitcoins but I don't know where someone can buy bitcoin with market price without the +% usually charged by the exchangers here.

Nowhere. These well-known payment processors are reversible and bitcoin is not reversible.
Hence, anyone selling bitcoin for these payment processor needs to protect themselves against fraud and for this protection they need to charge some % extra.

If I had to guess, I would say that the OP is selling at above market rates with the hopes of being able to buy the BTC he sells back at a profit. A number of other "exchangers" open similar threads.

People that do business with the OP have the luxury of somewhat anonymity.

If you need to put a reason for sending what do you normally put or does moneygram not really care for this?
They need senders info/address and don't care why you are sending and to whom

For paypal you only should accept high trusted users like zazarb he will give you -5% but you can be sure that wou will not be scammed, i personally would even pay 10% and knowing that i   not taking any risk in being scammed

Paypal is reversible up to 180 days so do not think that after 1 month you are safe from any scams

Better accept zazarb offer and be safe.
