Why selling it if you can create your own with your true identity. If you are already in country that already banned the crypto currency project ( that's why they promote the KYC for security measure) if that so and if you buy account, they still tracked your IP address and you will gonna caught for sure, thinking the useless buying of account. What do you think?

In some countries, ICO's are banned so if those countries people want to invest on these ICO's then they need to partner with someone else or they need to buy these kinds of accounts. That's why these guys are asking for such a high price. Also, these guys also might be used some fake details to register. Since the regulations are not so strict in crypto investments these things are going on.
