Is the email of the paypal account is already included? I want to know what did you use to verify that account. Because it might conflict if new user deposit big funds and paypal detected that the mode of verification is not in a legal way.

These accounts are verified by phone, which can be changed too. Either way, you need to verify your new number and email.

21 days limit both for ebay and paypal is a nightmare. I myself have not found a way around them. you can search on aspkin.com/forums for more info. If you want to ebay with accounts that are not yours, I suggest to buy a ebay+paypal package with feedback and order history. I can provide you one but you should wait until monday.
