And as soon as you use it from another IP or location and detected in system and then ticket raised account gets suspended. Not a good way when you can just create an account and get verified yourself if you intend to use it for legal reasons. Verified accounts sounds like using illegal documents to verified accounts with fake details or made up documents.

Except for the fact that you are probably the same person as OP, I highly wonder why anyone couldn't verify an account themselves for "free", you are saying this can be used for HYIP's, investment plans and taking out loans. You are actually implying that these can be used for illegal actions and again, I highly wonder why you would even "encourage" people to do this. Taking out loans is no bull-shit little thing, neither is taking money from others for an "investment" and I believe HYIP's are illegal anyway.
