This is great Smiley It was good to learn this feature.
Normally, when you pay an address, we enter an appropriate fee value. So when we pay more than one adrese, can we just enter a fee value? Do they affect the approval period of payments sent to addresses?

Electrum will compute the right fee for you, but you will be always saving in fees on bulk transactions (you only pay for the output), this is why most exchangers like localbitcoins send bitcoins in bulk every 10 seconds to save in fees (they save in monthly fees enough to pay at least an employee) so that matters a lot.

Is it possible to send bitcoins to more than one account at the same time?

Yes.

You can also send to more than one address at the same time.

As far as I know bitcoin transfers can only be done into one address.

Not true.

Can I transfer BTC to multiple address at the same time using my own wallet?

That depends on what wallet you are using.  Most well written wallets will have this feature.

Do existing wallets on the market have such a feature?

Most do.
