How do you plan to use this on an offline node? I assume it's meant to create a new transaction: how do you do that?
It is not meant to create a new transaction, but to mine current ones.

I'm trying a little experiment. What is the best way to share an online node's mempool with an offline node? Is there an internal functionality of Bitcoin Core that allows to easily export and import mempool? Or do I have to iterate through every mempool transaction from the online node, store it somewhere, and then import each one on the offline node?
