Thanks guys for the help. I managed to get it to work, although not sure what is was!
The only case I can think of that it shows this error message[1] is when you forget to enter the address in the Pay to field like the picture below:
It can also happen if he forget to put an amount:
Such thing can happen if he accidentally pasted either the address or amount in the "Description" instead of the dedicated text boxes.
when I click the 'Pay' button a popup window says, Error - No Output.
The address is correct and amount.

Hi, I am new to Bitcoin and wallets but manged to send bitcoin to my Electrum wallet with no problem. But when using it to send a payment, when I click the 'Pay' button a popup window says, Error - No Output.
I have no idea what this mean and have searched for answer but found nothing. The address is correct and amount.

Also, the amount of BTC you send is not too small (check the units you use in Electrum). https://bitcoinelectrum.com/frequently-asked-questions/#why-am-i-getting-the-error-message-dust-outputs.
Or try changing the electrum server (Tools-Network).
Or if it still doesn't work, try looking at the error details in the debug logs (https://github.com/spesmilo/electrum-docs/blob/master/faq.rst#how-to-enable-debug-logging).
