you're supposed to enter the raw transactions there, not the transaction ID like the one in the link.
raw transaction hash looks like this.
I'm NOT talking about the url btw.
To make it simple, to get the raw they can use blockchain api ad then just add ?format=hex at the end of the txn url to get the hex format.
