It's bank dependent. You need to ask your local bank, not here.

Usually EU banks are allowing ONLY underage debit cards. For example your parents could make a debit visa in your name. But not a fully operational account.

According to the details, online-banking is allowed with this kind of account.

However, I'm still unsure, are SEPA transactions working, too?

Any bank account in the European Union opened by a citizen of the EU will work with the SEPA transactions.
It's basically the definition of SEPA.

Check for the exchange minimum age (if they have this restriction). If the bank allowed you to make online transfers then don't worry but in exchanges they require verification and I'm afraid if they have limits or if they would accept people under 18.

SEPA depends on the country you come from. It has been set up by European Payments Council  to make transactions more easily and to aims to harmonise the means of payment in euro. To make it short,  it is for simplification of bank transfers. The countries concerned are those from the European Economic Area (EEE) and the European Union https://transferwise.com/help/article/1663579/euro-transfers/what-are-sepa-transfers
Others countries use SWIFT, (and maybe another one exist, don't know)
