Next, assuming that the PC is in good shape, do not start with OC stuff, that is more likely to cause issues than solve them, start with the settings for SGMiner.  My recollection is that there is a conf file that comes with the default app/software.  I would try copy and pasting that conf file somewhere safe, but away from the miner and then fire up SG and start building the right settings from the software.  If your system has issues anywhere, the first culprits are the power supply and any and all heat/cooling components.  It can take some time for you to get this where it is where you want it to be

If this is a rate that is given from a site or other source like that, bear in mind that there are different setups and that may not be what you will get ever, no matter what from that system, although you can expect close as long as the specs are near the same.

I'm mining Creamcoin using the SGminer x11 Mod, and while it works, my hashrate is unbelievably low, about 200 Kh/s when around 10mh/s is to be expected from my GPU, a Radeon XFX R9 290X. I have tried manually increasing the gpu settings, changing the memclock to 1250 and the gpu clock to 1000, but either it says failed, or drivers shows success but check values below and they didn't change from 300MHZ Engine Clock, 150 MHZ Mem clock. I want SGMiner to automatically take full advantage of my graphics card for maximum hashrates and its not happening. What do?
Is this a bios problem? Power saver mode or something?

There isn't an issue with your SGMiner / your config. There's an issue with the driver version you are using, probably not supported with your SGMiner version. Your drivers simply crash, leading your GPUs to run at almost idle, thus, at an extremely low hashrate. Had the same thing had happen on me, using Nicehash. Either try switching to another version of your drivers and/or use an older version of SgMiner.

If I noticed that GPU2 for example would hang like 3x in a row, I would shut down; disconnect GPU2 and then reboot but then it would be another GPU that hangs, eventually I'd be left with 1 GPU connected and still it can hang randomly.

Look for some intensity settings on SGminer.

I've seen this kind of behavior with 17. series drivers, for tahiti/hawaii + windows I'm using 16.11.5. Not sure if it helps in your case but still worth a try.

try msi ab beta 17
and use old version of sgminer works better with old cards
