That kind of bounty spam is not allowed and you are free to report the post quoted above as you see fit. Even if those accounts used in posting the OP is a copper member(users who paid for special privileges for newbie), they should still abide with the rules of bitcointalk forum itself and take time to read the rules and pinned post.
