No, at least account as collateral needed. But account can be used only by Member or higher rank... Others need to provide valid collateral.

its mean if trusted member like Vod which have much trust+, request for a loan, you will not give him a loan ?
my advice, accept without collateral but on condition depending on who is borrowing
