this declaration will trigger a clause that ensures insurance companies pay out under that category.
the government will pay out to clear up the public streets of debris and public buildings(~$15m.. not $500m)
but some businesses insurance companies are refusing to pay out to their customers(business owners) due to it not being treated as a major disaster. it needs to be declared as a major disaster to force their hand and make them pay out.

similar things have been requested in the past. like the airlines requesting that it be declared a global pandemic in february so that they can trigger the no flight clause without getting penalised for not flying.
without the declaration the airlines would have had to continue flying 'ghost flights' (no passenger) just to keep their slots and not be fined. but due to the pandemic declaration they were able to park their planes up and stop flying without penalty.

heres my take
business owners should have business insurance for the contents of the business. if they are leasing a building then the building owner should have maintenance and structural insurance.
and these insurance companies should be paying for the cleanup

public utilities like roads and signposts and such should be state funded repairs.

i think government funds should be used to help citizens out. and not wasted on tax avoidance great applications for the super rich to fund their hobbies that wont benefit the majority

but with that said there needs to be some assurances/insurances as a buffer so that going to state/government is the last resort

i think insurance companies and banks are getting away with too much grabbing money but not enough handing it back out. and these insurance companies should not have so many get away with not paying out clauses.

another future government 'bailout' plea from citizens will be getting government embassies to find funding to get people back home from vacations if they get sick now that tourist insurance policies exclude covering costs for sicknesses/repatriations abroad due to covid

I remember seeing footage of armored vehicles rolling early on during the riots, but they took an extremely passive approach and did not prevent any destruction per orders of Minneapolis government. I don't believe the national guard stuck around either.

The unfortunate thing though is that there's a ton of businesses that were destroyed who are going to face the brunt of all these riots. They didn't ask for any of this.

When it comes election time Minnesota elected officials will pin this on the Trump administration but the reality is they gave their city to rioters a long time ago.

Totally not. The local police departments should stop this from happening by the means that are necessary -- if they need to get out the firetrucks and start hosing people down who are destroying things then that's what has to be done. There shouldn't be images of the police standing by while people are robbing the local Macy's or that people are burning down stores.

So no. Protect your city OR call the Fed government for help when things are burning to stop the rioting.
