Thank you for the info, I thought they were just looking for new member since applicant's number from the higher rank is insufficient to fulfill the number of joiners doing the campaign....

You have to build up your rep and at the same time keep checking the forum as often as you can. They seem to pop up and get filled very quickly.

In order to join the signature campaign, you should be a junior member. You should build their trust by using your rank.

Signature campaigns are commonly for Jr members and up only due to some poeple possibly just mass registering new accounts just to join campaigns.
